AB 1725 Waivers

Whereas the local senates have had increased numbers of 75/25 waiver requests, and

Whereas local senates do not have complete information or understanding of how the 75/25 categories are delineated, and

Whereas districts tabulate the 75/25 ratios in various forms and fashions, and

Whereas in order for local senates to make informed acceptance or rejection of district requested waivers senates need information,

Shared Governance

Whereas AB 1725 sets a 75/25, fulltime/part-time instruction ratio based on a district distribution, and

Whereas EC Section 84362 mandates that 50% of budgeted monies be spent on in-class instructor salaries also based on a district distribution, and

Whereas the intent of these laws addresses a concern for quality instruction for all California Community College students,

Local Resolution Process

Whereas the Academic Senate for California Community Colleges utilizes the resolution process at the state level to adopt Academic Senate positions on vital issues, and

Whereas the resolution process is utilized by geoclusters and area meetings to generate positions on issues, and

Whereas local senate leaders are expected to understand and write resolutions during state meetings, and

Whereas many local senate leaders encounter the resolution process for the first time at the geocluster and area meetings, and

Support AR 1725 and ED 84362

Whereas AR 1725 and Title 5 have mandated and delineated the role of local academic senates in shared governance, and

Whereas, when faculty assume their primary responsibility in academic and professional areas, the integrity of the academic mission is well served, and

Whereas the law recognizes that student success is predicated on faculty's efforts and expertise, and

Whereas, in order to foster student success locally, faculty must play a primary role in academic areas, and

Shared Governance Analysis

Whereas shared governance has been in regulation since 1988, and

Whereas there is no comprehensive information regarding the status of shared governance policies,

Resolved that the Academic Senate for California Community Colleges direct the Executive Committee to work with the Chancellor's Office to develop an analysis of shared governance policies which would follow a similar format to the Analysis of Equivalencies document.

Local Senates: Relations Between Districts and Local Senates

Whereas Title 5, Section 53200, authorizes academic senates to make recommendations to local governing boards concerning academic and professional matters, and

Whereas in multi-college districts there can be local senates and a district senate,

Resolved that the Academic Senate for California Community Colleges, in the spirit of unity and cooperation, urge multi-college districts to resist any action that may be interpreted as divisive or undermining the integrity of local senates, and

Part-time Faculty Involvement in Local Senates

Resolved that the Academic Senate for California Community Colleges review all policies and procedures for the inclusion of adjunct/part-time faculty, and

Resolved that the Academic Senate for California Community Colleges urge local senates to review local senate policies and procedures to include where appropriate adjunct/part-time faculty.

Local Senate President Job Description

Whereas the amount of data the local senate presidents are required to review has significantly increased in recent years, and they need to have a clear understanding of their duties and responsibilities, and

Whereas the local senate presidents are asked to sign an increasing number of documents for the faculty, and

Whereas the local senate presidents need to be able to effectively maintain a sense of continuity in the transition of leadership,
