This historical document guided the development of local senates and the Academic Senate. In order for us to understand the legitimacy of our function and to appreciate our present position in the policy-making circles of higher education in California, it is necessary to be familiar with the history of the development of our Academic Senate and the history of faculty governance in American colleges and universities.
