Whereas, The Academic Senate for California Community Colleges has a long standing position of no student fees whatsoever, but student health service fees are determined locally and are levied on a per student basis;

Whereas, These fees are often applied inconsistently to students with local exceptions being made for various cohorts such as Board of Governor waiver recipients or pre-employment academies such as public safety programs;

Whereas, There are also some students who cannot legally make use of the health services on their campuses, such as students in the military; and to exclude these students from the equations that determine funding for local health services programs could strip the health services programs of critically needed funding; and

Whereas, The collection of health fees is an additional barrier to course registration that can lead to students being dropped for non-payment, which results in a subsequent loss of FTES base funding;

Resolved, That the Academic Senate for California Community Colleges work with the Student Senate for California Community Colleges, the Governor's Office and the System Office to secure dedicated apportionment for student health services in California community colleges.
