Reformatting of the Disciplines List

Whereas, The Disciplines List establishes the minimum qualifications for faculty and administrators in the California Community Colleges and consists of two lists, referenced in Title 5 53407, and entitled "Disciplines Requiring the Master's Degree" and "Disciplines in Which the Master's Degree is Not Generally Expected or Available (commonly known as the non-Master's list),"

Non-Master's Degrees in the Disciplines List

Whereas, The Disciplines List establishes the minimum qualifications for faculty and administrators in the California community colleges and consists of two lists, entitled "Disciplines Requiring the Master's Degree" and "Disciplines in Which the Master's Degree is Not Generally Expected or Available (commonly known as the non-Master's list);"

Whereas, The wording in Title 5 53410 for non-Master's disciplines currently allows any bachelor's (or associate) degree, plus the requisite years of professional experience;

Defining Eminence

Whereas, There is no clear definition of "eminence" for use when assessing equivalency for minimum qualifications for the hiring of faculty;

Resolved, That the Academic Senate for California Community Colleges conduct a survey on local practices for assessing "eminence" and develop guidelines for local senates to consider when determining "eminence."

Disciplines List - Health

Whereas, Both written and oral testimony given through the consultation process used for the review of minimum qualifications for faculty in the California community colleges, known as the "Disciplines List," supported revising the Health Discipline as follows: Master's in health science, health education, public health, biology, nursing, physical education, dietetics, or nutrition OR Bachelor's in any of the above AND Master's in public health, or any biological science, OR The Equivalent.

Disciplines List - Yoga

Whereas, Both written and oral testimony given through the consultation process used for the review of minimum qualifications for faculty in the California community colleges, known as the "Disciplines List," supported and opposed adding a new discipline to the non-Master's list called Yoga; Add as a discipline in which a Master's degree is not generally expected or available. Any bachelor's degree and two years of experience, OR any associate degree and six years of experience.

Disciplines List - Global/International Studies

Whereas, Both written and oral testimony given through the consultation process used for the review of minimum qualifications for faculty in the California community colleges, known as the "Disciplines List," opposed adding a new discipline called Global/International Studies; Any Master's with an emphasis in global or international studies, OR any Master's AND a Bachelor's in international or global studies, OR The Equivalent.

Whereas, The Executive Committee of the Academic Senate for California Community Colleges, having evaluated this evidence, opposed the revision;

Disciplines List - Counseling

Whereas, Both written and oral testimony given through the consultation process used for the review of minimum qualifications for faculty in the California community colleges, known as the "Disciplines List," supported the following change in the Counseling Discipline; Master's in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work, marriage and family therapy (MFT), marriage, family and child counseling (MFCC), or career development, OR The Equivalent.

Disciplines List Process

Whereas, The Disciplines List process is now concluded every three years;

Whereas, Currently, Disciplines List changes entail an eighteen-month process, thus leaving eighteen months where Disciplines List issues are not addressed;

Whereas, The timeframe for the Disciplines List process and recommendations to the Board of Governors could realistically be shortened without sacrificing any of the essential procedural elements; and

Whereas, The Disciplines List hearings, though important, are not well attended;

Disciplines List

Whereas, The Standards and Practices Committee of the Academic Senate for California Community Colleges, after reviewing both written and oral testimony through its consultation process, recommended to the Executive Committee of the Senate that these resolutions now numbered10.09 through 10.36 not be adopted by the Spring Plenary Session 2005 based on this evidence; and

Whereas the Executive Committee of the Senate reviewed the proposals in resolutions numbered 10.09 through 10.36 before reaching a decision to not recommend adoption of these proposals;
