Whereas Title 5 recommends written assignments often requiring library resources, and

Whereas the availability of a local public library doesn't adequately meet the academic needs of community college students,

Resolved that the Academic Senate for California Community Colleges recommend to local senates that college-level library resources be a consideration in the approval of any distance learning courses.

Distance Learning: Royalties and Copyright

Whereas the expansion of course materials developed by faculty for delivery by distance learning raises the issues of copyright and of adequate compensation to faculty for the use of such materials,

Resolved that the Academic Senate for California Community Colleges request that the Executive Committee seek legal counsel to develop policies that will protect the interests of faculty who develop materials for use in the expanded course offerings by distance learning.

Distance Learning: Administrative Costs

Resolved that the Academic Senate for California Community Colleges recommend to local senates that appropriate limits be placed on administrative costs of implementing new courses offered through distance learning, and

Resolved that the Academic Senate for California Community Colleges recommend to local senates that their curriculum committees continue to be involved in designing and implementing new distance learning courses.

Curriculum Process Task Force

Whereas new regulations and guidelines have been established for distance education, and

Whereas curriculum committees maintain the standards of curriculum, and

Whereas inconsistency in curriculum committees and processes exist throughout the state,

Resolved that the Academic Senate for California Community Colleges direct the Executive Committee to form a task force for the purpose of streamlining guidelines for local curriculum committees, and

Student Support Services Distance Learning

Whereas student support services, e.g. library, LRC, counseling, and health services, are available on campus to all students attending California community colleges, and

Whereas guidelines for providing viable services to off-campus students enrolled in distance learning courses have not been addressed, and

Whereas without these support services, students may either drop the classes or impact services of other institutions in the area, and

Whereas not providing these services can result in the loss of the college's accreditation,

Distance Education Effectiveness Study

Whereas California community colleges are being encouraged to incorporate distance education in their curriculum, and

Whereas there has been little research conducted in California to determine the effectiveness of distance education courses, and

Whereas the term "distance" education refers to a variety of instructional delivery modes which include, but are not limited to, audio tape courses, video tape courses, live broadcasts of courses which allow for immediate student participation, and online computer courses, and

Maintaining Capital Outlay Funding

Whereas California community colleges are being encouraged to develop distance learning courses, and

Whereas there are community college campuses whose facilities are not complete, and

Whereas there are community college campuses that are in need of earthquake retrofitting and/or upgrading,

Resolved that the Academic Senate for California Community Colleges urge the Board of Governors to pursue resources other than capital outlay and facilities improvement funds to develop distance learning classes, and

Distance Education

Whereas courses utilizing distance education technologies must have the same approval path as regular curriculum, and

Whereas local curriculum committees need the support of the Academic Senate for California Community Colleges in making effective curricular decisions regarding distance education technologies,

Resolved that the Academic Senate for California Community Colleges direct the Executive Committee to develop guidelines for local colleges to use in evaluating distance education courses, and
