Enrollment Management

Whereas there are many community colleges that are currently unable to meet their growth targets for enrollment, and

Whereas enrollment management and establishment of floors for class sizes have a serious impact on student success, and

Whereas the administrations of many community colleges are developing plans to control enrollment by such activities as creating contingency plans for using 4000 and 5000 accounts to pay for enrollment shortfalls, creating mega divisions that temporarily generate increased enrollments and freezing block grants and new hires,

Internet-based Instruction

Whereas faculty are increasingly involved in development and use of electronic material, and

Whereas expansion of Internet-based instruction and communication via e-mail has created new venues for the use of such electronic material, and

Whereas protection of faculty rights to their own materials and the fair use of materials developed by others has both academic and workload implications,

Program Discontinuance

Resolved that the Academic Senate adopt the document "Program Discontinuance: A Faculty Perspective," and

Resolved that the Academic Senate hold a breakout at the 1998 Fall Plenary Session on the implementation of the program discontinuance process.

Use of Paraprofessionals to Perform Counseling Activities

Whereas the delivery of counseling services to students, based on the student development model, which includes the development of student education plans and interpretation of career assessment information, by law is the primary function of counseling faculty who meet the minimum qualifications and,

Whereas the Academic Senate for California Community Colleges adopted (F94) the position paper "The Role of Counseling Faculty in California Community Colleges," which affirms the professional role of counseling faculty,

Performance Based Funding

Whereas the Academic Senate for California Community Colleges has consistently advocated the importance of accountability and appropriate assessment but has adopted resolutions opposing performance based funding and the Partnership for Excellence, and

Whereas the Governor's current budget contains funding for the Partnership to be distributed on the basis of performance, setting the indicators and directing the Board of Governors to come to consensus with CPEC, Department of Finance, Legislative Analyst, and the Department of Education, and

Accreditation Teams and Trainers

Whereas Resolution 2.01 S95 asked the Executive Committee to enter into dialogue with the Accrediting Commission for Community and Junior Colleges for the purpose of developing a process by which the Academic Senate can help prepare faculty members to participate on accreditation visiting teams and develop a pool of promising faculty members for such training, and

Adoption of "Symbol for Unofficial Withdrawal" Document

Resolved that the Academic Senate adopt the document "Symbol for Unofficial Withdrawal" and

Resolved that the Academic Senate direct the Executive Committee to prepare a consultation digest item to seek changes in Title 5 grading policies and procedures to allow for an evaluative symbol other than a "W" indicating an unofficial withdrawal by the student after the drop date, such symbol to be computed in the GPA as 0 points.

Senate and Technology

Whereas modern technology could be a powerful tool for local senates in fulfilling their Title 5 responsibilities, and

Whereas there is State money to enhance local senate use of technology, but often faculty cannot access this money to meet senate needs, and

Whereas the extent of technology available at each college is not known,

Resolved that the Academic Senate direct the Executive Committee to survey local senates regarding technology availability at each college such as e-mail, Internet courses, WebPages, etc., and

Adherence to Distance Education Curriculum Review Requirements

Whereas Title 5 section 55378 states, "Each proposed or existing course, if delivered by distance education, shall be separately reviewed and approved according to the district's certified course approval procedures," and

Whereas the Academic Senate has published guidelines for implementing curriculum review and approval of courses delivered by distance education in its paper "Curriculum Committee Review of Distance Learning Courses and Sections " (November 1995), and

Redefining "Faculty Productivity"

Whereas productivity models such as TQM/CQI are being promoted as a means to restructure the academy, and

Whereas often these models take the form of narrow application of productivity models, and

Whereas a review of the literature raises serious questions as to the appropriateness of such models in the academy setting, and

Whereas a faculty driven process would examine the components of educational excellence,

Resolved that the Academic Senate does not endorse the use of TQM/CQI as a model for restructuring the education process, and
