Minimum Hiring Qualifications

Whereas recommendation 5 on the minimum qualifications for hire of vocational educators is too restrictive for present and future occupational programs, and

Whereas the competencies of many of the current and future technologies are obtained in the work place and not necessarily in formal education settings, and

Professional Standards

Whereas the collegial model of shared governance presumes the participation and involvement of the faculties in the development, implementation, and evaluation of academic policies and procedures, and

Whereas such involvement is a legitimate expectation for those who are part of the teaching profession, and

Whereas the preliminary report of the 3409 Task Force on Community College Faculty and Administrator qualifications, Hiring, Evaluation, and Tenure recommends "The articulation of clear, relevant criteria on which evaluation be based."

Teaching Incentives

Whereas the Academic Senate supports affirmative action in the hiring of new faculty members, and

Whereas it is essential to provide adequate staffing for the community colleges in the years ahead, and

Whereas the Joint (Legislative) Committee for Review of the Master Plan has directed the Student Aid Commission and CPEC to "explore programs intended to increase the possibility of students entering the teaching profession in the community colleges,"

Affirmative Action, Recruitment

Whereas the need to hire many additional faculty members in the community colleges during the 1990's will occur because of the increase in retirements, the projected increase in college enrollments, the implementation of matriculation, and the expansion of programs in vocational education, and

Whereas the Academic Senate has long supported a policy of affirmative action to ensure that community college faculty reflect the diversity of the population of the State of California,

Affirmative Action Guidelines

Whereas the Board of Governors of the California Community Colleges has affirmed that equal educational opportunity for all California citizens is of compelling interest and necessity for the future of the State of California, and

Whereas the Board of Governors, the Chancellor's Office of the California Community Colleges, and the California State Legislature have been noted for their long-standing commitment to the principle of equal opportunity and affirmative action, and

Chancellor's Office Relationship

(NOTE: This resolution refers to the document "Proposed Board of Governors' Standing Orders Pertaining to the Academic Senate.")

Whereas the Academic Senate has for a number of years sought to promote a collegial model of governance at the state level through the formalization of the relationship between the Academic Senate and the Chancellor's Office and the Board of Governors, and

Whereas the basic outline for such a formalization was set forth in an Academic Senate resolution approved at the 1984 Spring Conference, and

International Education

Whereas the changing demographics of California require improvement of multicultural understanding, appreciation, and sensitivity of its citizenry, and

Whereas the burgeoning economic business and trade between Pacific Rim countries demands a basic understanding of their culture and language, and

Whereas the community college is a microcosm of the community it serves,

Resolved that local senates encourage the internationalization of the curriculum, and

Ethics

Resolved that the Executive Committee be directed to study the issue of professional ethics and provide a model Code of Ethics for faculty members in California Community Colleges.

Professional Ethics

Whereas the issue of sexual harassment and other issues related to professional ethics have not recently been studied by the Academic Senate, and

Whereas the problems arising from sexual harassment and other issues related to professional ethics do exist on California Community College campuses,

Resolved that the Executive Committee disseminate to local senates models of professional ethics policies.
