Hayward Award Process

Resolved that the Academic Senate for California Community Colleges encourage the Area Representatives to include a student representative on the final selection committee for the Hayward Award.

School-to-Career Plan

Whereas the School-to-Career plan calls for the development of certificates which sanction students exiting high school before the completion of a high school diploma, and

Whereas this may have the effect of tracking and trapping students by having to declare their career area by the age of 16,

Committees for Vocational Education

Whereas vocational education is a major function of community colleges, and

Whereas AB 1725 assigns to senates the responsibility for student success in educational programs,

Resolved that the Academic Senate for California Community Colleges encourage and assist local senates in establishing committees for Vocational Education and Training so that coordination between senates and vocational programs is effective. M/S/U Disposition: Executive Committee, Local Senates

Vocational Programs

Whereas a large segment of California community college students identity themselves as vocational students, and

Whereas business and industry report an increasing need to train and upgrade employees so that they are employable and current in their skills, and

Whereas all levels of government are emphasizing the need to prepare workers for jobs through vocational education, and

Whereas the Academic Senate has supported and encouraged strong vocational programs,

AB1642 - Student Fees

Whereas AB 1642 requires California Postsecondary Education Commission to report by January 1, 1997, to the Legislature and the Governor on the impact of student fee increases on California community college enrollments,

AB 1894 - Student Voter Rights

Whereas democratic societies are served by access to voting processes, and

Whereas AB 1894 requires California community college campuses to make available voter registration forms, absentee ballot applications, and polling places,

SB919 - Fairness In Tax/Fee Revenue

Whereas student fees may be construed as an education tax on students who often are economically disadvantaged, and

Whereas it could be considered to be unfair to burden students with fees in an environment where income tax rates are being reduced, and

Whereas SB 919 requires that for every percentage reduction in income tax rates, an equal percentage reduction in California Community College student fees would occur,

Student Appointment to Board of Governors

Resolved that the Academic Senate for California Community Colleges support the concept in proposed legislation to require the Governor to appoint a student to the Board of Governors from among nominees forwarded by the Council of Student Body Governments, such position to be parallel to the Governor`s appointing faculty to the Board of Governors from nominees forwarded by the Academic Senate.

California Community College Enrollment Fees

Whereas the Governor has proposed an increase in California community college student enrollment fees to $15.0 a unit, and

Whereas CPEC has considered a proposal that California community college student enrollment fees be fixed at 20% of the cost of instruction, a proposal which would raise enrollment fees, and

Whereas the Academic Senate for California Community Colleges should not support increased enrollment fees to fund financial aid as is in the Governor's proposal, and

Whereas California's economic recovery depends on ready access to education,
