Whereas the Commission on Innovation report has distance learning proposals and could be used as the basis for state and/or federal legislation on distance learning instruction, and
Whereas the final draft of the Assembly Higher Education Committee Report on the Master Plan is expected to be released early in 1994, and
Whereas the Assembly Higher Education Committee is expected to include recommendations on distance learning instruction, and
Whereas AB 844 is being considered as a "placeholder" bill which could reflect in legislation the distance learning instruction recommendations of the Assembly Higher Education Committee, and
Whereas the possible legislative mandating of distance learning development, especially in California's austere fiscal environment, could direct funding away from existing traditional community college programs, and
Whereas the Academic Senate for California Community Colleges has debated distance learning issues at the Fall 1993 session and will take positions regarding distance learning at the Fall 1993 session,
Resolved that the Academic Senate for California Community Colleges adopt the position that any state/federal legislation mandating the expansion of distance learning instruction be accompanied by adequate funding necessary to accomplish expansion, and
Resolved that the Academic Senate for California Community Colleges adopt the position that any state/federal legislation mandating the expansion of distance learning instruction should avoid shifting state/federal monies away from existing community college programs, and
Resolved that the Academic Senate for California Community Colleges adopt the position that resolutions on distance learning instruction and expansion adopted at the Fall 1993 session also be used, if they have legislative implications, as Academic Senate for California Community Colleges legislative positions on distance learning instruction and expansion, and
Resolved that the Academic Senate for California Community Colleges direct the Executive Committee to request the Chancellor's Office that the Academic Senate for California Community Colleges legislative positions on distance learning instruction and expansion be placed on the Board of Governors "1994 State and Federal Legislative Program," and
Resolved that the Academic Senate for California Community Colleges direct the Executive Committee to inform its legislative contacts of its distance learning instruction and expansion positions.
