Whereas as many as one-third of California's students now come from families where English is not the first language, and

Whereas the Curriculum and Assessment Cluster Committee of the Intersegmental Coordinating Council has completed a report entitled California's Limited English Language Students: An Intersegmental Agenda that merited the attention of the Academic Senate of the California State University, and

Whereas the report demonstrates the obvious and substantial need for preparing California's large and growing number of non-native speakers of English to participate in, and to contribute to, the State's present and future well-being, and

Whereas the report includes recommendations that a statement of language competency be developed for non-native speakers of English by the Intersegmental Committee of the Academic Senates, to supplement all existing competency statements, providing guidance for intersegmental curriculum development, and for successful transfer, articulation, and assessment efforts, and

Whereas the report recommends the development and use of assessment instruments to facilitate the placement and educational success of non-native speakers of English, and

Whereas the report recommends review by all of California's public education segments of the needs for curricular development, faculty development, and faculty recruitment in English as a Second Language (ESL) instruction for non-native speakers of English;

Resolved that the Academic Senate for California Community Colleges support the implementation of the report, California's Limited English Language Students: An Intersegmental Agenda.
