Whereas, Academic Senate means an organization whose primary function is to make recommendations with respect to academic and professional matters (Title 5 53200), and an informed faculty is a vital resource for effective local governance;

Whereas, Faculty gain a broad professional perspective from their involvement in such state-wide organizations as the Academic Senate for California Community Colleges (ASCCC), the Faculty Association of California Community Colleges (FACCC), such disciplinary organizations as the Intersegmental Major Preparation Articulated Curriculum (IMPAC), and with accreditation activities associated with the Accrediting Commission for Community and Junior Colleges (ACCJC);

Whereas, In order that such statewide organizations as ASCCC and FACCC effectively fulfill their essential roles within California's Community College System, they must retain the support and involvement of experienced and knowledgeable faculty, just as their counterparts at the Community Colleges League of California (CCLC), the Chief Executive Officers of the California Community Colleges (CEOCCC), and the Chief Instructional Officers of the California Community Colleges (CIOCCC) profit by the ongoing involvement of local trustees, local chief executives and local instructional administrators; and

Whereas, An Agency Review recommendation that the "role of the Chancellor's [System] Office should evolve from a focus on approval to a focus on the areas of leadership, technical support, and arbitration.." suggests the need for an informed faculty, so that any attempt to deny short- and long-term faculty involvement in statewide organizations is, in effect, an effort to weaken the effectiveness of California's faculty organizations;

Resolved, That the Academic Senate for California Community Colleges create a document that extols the virtues of and suggests practices and activities which encourage statewide faculty leadership within the California Community College System and explains why it is vital to sustaining a balanced and informed approach to local and state-level community college governance.
