Whereas Goal 5.5 of the federal legislation. Goals 2000: Educate America Act calls upon states to engage in a grassroots reform process involving educational. occupational and public representatives establishing education standards that will ensure a future in which: "The proportion of college graduates who demonstrate an advanced ability to think critically, communicate effectively, and solve problems will increase substantially," and

Whereas the California community colleges have established themselves as leaders in requiring critical communications and thinking across the curriculum and have been approached by interested CSU. UC and federal officials to help provide leadership in the creation of such a grassroots process in California, and

Whereas it is essential that the faculty of the California community colleges establish their leadership in defining the substance of outcomes for which they are to be held accountable intersegmentally and in the public arena, and

Whereas it is important that the development of such standards be carried out as part of an intersegmental dialogue, and it is the Intersegmental Committee of the Academic Senates (ICAS) that is charged with facilitating such college dialogues.

Resolved that the Academic Senate for California Community Colleges urge ICAS to appoint an Intersegmental Planning Committee to address Goals 2000. Goal 5.5 and propose a process for achieving dialogue as specified in Goals 2000 and improve critical education in California higher education.
