Resolved that the Academic Senate for California Community Colleges recommend that the Board of Governors adopt regulations to establish and maintain the following minimum qualifications for hire as a community college member employed in DSP&S programs:

COUNSELING OF STUDENTS WITH DISABILITIES

Master's in rehabilitation counseling; OR Master's in special education AND 24 or more upper division or graduate level semester units in counseling, guidance, student personnel, psychology, or social work; OR Master's in counseling, or guidance, or student personnel, or psychology, or career development, or social welfare AND 12 or more semester units in upper division or graduate level course work specifically in the counseling or rehabilitation of individuals with disabilities OR have two years full-time experience or the equivalent in one or more of the following:

1) Counseling and/or guidance for students with disabilities; OR

2) Counseling and/or guidance in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities; OR the equivalent.

It is understood that adoption of this minimum qualification will require a parallel change in Title 5, section 56060.

ADAPTIVE PHYSICAL EDUCATION

Master's in physical education, or occupational therapy AND 15 semester units of graduate study in adaptive physical education; OR the equivalent.

SPEECH AND LANGUAGE DISABILITIES

Master's in speech pathology and audiology, or communicative disorders AND licensure or eligibility for licensure by the California Board of Medical Quality Assurance as a speech pathologist or audiologist; OR the equivalent.

SPECIALIZED INSTRUCTION FOR STUDENTS WITH DISABILITIES

Master's in category of disability or special education, or education, or psychology, or educational psychology or rehabilitational counseling AND 15 graduate semester units in area of disability.

To include but not limited to: Learning disabilities, Developmental disabilities, Deaf and hearing impaired, Physical disabilities, Adaptive computer technology; OR the equivalent.
