Whereas many faculty development coordinators and other concerned faculty report that several campus/district administrators have attempted to use (and sometimes have succeeded in using) AR 1725 staff development funds for activities and projects unrelated to faculty/staff development, and

Whereas they also report that even more campuses have been pressured into using AB 1725 staff development funds to supplant district funds that had been used to provide faculty/staff development programs prior to AR 1725, and

Whereas the Chancellor's Office has indicated its inability and/or disinterest in providing proper oversight and compliance in this important area,

Resolved that the Academic Senate for California Community Colleges reaffirm its insistence that AR 1725's legal mandate that faculty/staff development funds be used only for faculty/staff development purposes, and

Resolved that the Academic Senate for California Community Colleges reaffirm its support for the Chancellor's Office directive that faculty/staff development funds be used to enhance and supplement pre-AB 1725 faculty/staff development programs and not be used to supplant district funds that supported them prior to AR 1725, and

Resolved that Academic Senate for California Community Colleges direct the Executive Committee to conduct a statewide survey in conjunction with the California Community College Council for Staff Development (4C/SD) to specifically determine the nature and scope of the improper usage of faculty/staff development funds in our colleges and prepare a report with recommendations to be acted upon at the 1994 Fall Session.
