Whereas AB 2224 establishes the California State Board of Education as the sole state agency for the purposes of the Carl D. Perkins Vocational and Applied Technology Act, and

Whereas the Memorandum of Understanding between the Board of Governors and the California State Board of Education, as currently written (September, 1993), grants the California State Board of Education the power to make decisions if differences of opinion occur in planning, implementing and evaluating federally aided programs under the VATEA act,

Resolved that the Academic Senate for California Community Colleges oppose AB 2224 in its current form and seek to amend the bill to provide adequate safeguards for the California Community Colleges and require mutually agreed upon third party arbitration of differences.
