Matriculation Provisions Belong in Education Code

Whereas AB 3 (Campbell) established matriculation in the Education Code as a set of services that were contingent on specific funding by the Legislature, and

Whereas enforcement of law has been necessary to assure that districts provide adequate services and use funds appropriately, and

Whereas the Legislature has indicated the need for increased support of services to students,

Resolved that the Academic Senate urge the Chancellor to keep the Education Code provisions related to matriculation in the Education Code rather than move them to Title 5 Regulations.

Community Service

Whereas the Academic Senate for California Community Colleges is on record in Resolution 6.01 F99 as supporting the Governor's call to community service, with the reservation that the Academic Senate for California Community Colleges opposes a mandatory service graduation requirement, and

College Credit for High School Courses

Whereas the terms "credit by examination" and "articulation" are ambiguous in the "Proposed Revisions to the Standards of Scholarship Regulations" of the Board of Governors,

Resolved that the Academic Senate urge the Board of Governors to revise the language in the "Proposed Revisions to the Standards of Scholarship Regulations" of the Board of Governors in order to clarify the relationship of "credit by examination" and "articulation," and

Contingency Funding for PFE

Whereas the Academic Senate for California Community Colleges has adopted numerous resolutions opposing performance-based funding and distribution of Partnership for Excellence funds contingent on student achievement, and

Whereas the Consultation Task Force on Contingent Funding has consistently opposed differential funding as a solution to the budget language requiring a contingent funding mechanism and instead recommended a technical assistance and progressive intervention model for districts struggling to increase student success, and

Researcher Funding

Whereas there is an ongoing and increasing need for research regarding accountability measures at California community colleges, and

Whereas research data is required in such areas as transfer, distance learning, prerequisites, basic skills, degrees, and certificates and other areas, and

Whereas many colleges lack funding to develop this required accountability research,

Partnership for Excellence

Whereas Partnership for Excellence (PFE) has been under way within the California Community College System for more than a year, and

Whereas the focus of PFE is student success, and

Whereas colleges in the California Community College System would benefit from a mutual sharing of innovative projects funded by PFE, and

Whereas the Academic Senate for California Community Colleges has already published several papers that address strategies for student success,

Partnership for Excellence

Whereas the 2000-2001 budget language calls for increased accountability for Partnership for Excellence plans, including more rigorous goals and stronger accountability requirements, and

Whereas the Board of Governors is considering the adoption of conditions to require collegial consultation in the development of Partnership for Excellence plans and to require governing board reviews of local expenditure reports and progress toward goal attainment,

Student Member to the Board of Governors

Whereas the California Student Association of Community Colleges (CalSACC) is sponsoring SB 1347, and

Whereas the California community colleges remain the only entity of higher education in the state with only one student member on its governing board, and

Whereas organizations within the community college family are trying to amend the bill to delete the language that would allow the students to nominate their members,

Resolved that the Academic Senate reaffirm its support of SB 1347 (as of April2000), and

Student Government Advisors

Whereas students need to be able to express themselves without fear of repercussion, and

Whereas students need advisors who will not be fearful of losing their jobs if they support the students when the administration disagrees,

Resolved that the Academic Senate reaffirm its position that all student government advisors should be tenured faculty.

CalWORKs -AB 1233

Whereas occupational and liberal arts education programs are valid and well documented avenues to meaningful unsubsidized employment and career development, and

Whereas CalWORKs students frequently have learning deficiencies and may not have previously taken any college coursework, and

Whereas the Academic Senate for California Community Colleges unanimously passed a resolution in Fall 1997 to pursue legislation allowing TANF recipients to receive three hours of work credit for each hour of classroom time, following federal law regarding Carnegie unit requirements,
