Whereas there is lack of consensus among Disabled Students Programs and Services personnel over the proposed changes in Title 5 Regulations which would include the psychologically disabled, and

Whereas these proposed changes did not go through the consultation process as outlined by the Chancellor's Office before they were presented to the Board of Governors at the September 1990 meeting,

Resolved that the Academic Senate for California Community Colleges recommend that the "Proposed Revision to Title 5 Regulations for Disabled Students Programs and Services to Include Students with Psychological disabilities" be referred to an appropriate Chancellor's Office task force for further study, and

Resolved that the Academic Senate for California Community Colleges recommend that this task force include representatives from the Academic Senate, Student Personnel Services, Chief Instructional Officers, Chief Student Services Officers, the California Association of Mental Health Alliance, the California Association of Postsecondary Educators of the Disabled, and the California Association for Counseling and Development, and

Resolved that the Academic Senate for California Community Colleges recommend to the Chancellor's Office that any proposals for revision of Title 5 to include the psychologically disabled in DSP&S go through the consultation process prior to submission to the Board of Governors.
