Whereas the federal Workforce Investment Act (WIA) of 1998 replaces the Job Training Partnership Act (JTPA) and requires establishment of a state Workforce Investment Board to replace the State Job Training Coordinating Council (SJTCC), and
Whereas the Regional Workforce Partnership and Economic Development Act (RWPEDA) required the development of an integrated workforce development plan, and
Whereas proposed legislation (Johnston SB 43) would give overall responsibility for integrated workforce development to the Workforce Investment Board instead of the partners established by RWPEDA,
Resolved that the Academic Senate seek to include in Workforce Investment Act (WIA) implementation legislation the concept that the state WIA Board be responsible only for those duties required by the federal legislation and that broader planning and policy making responsibilities be reserved for a Workforce Development Board composed of the four state partners, the Superintendent of Instruction, Secretary of Trade and Commerce, Chancellor of California Community Colleges and the Secretary of Health and Welfare.
