Whereas, Title 5 §55255(a)(1-3) refers to in-person consultations with students and with employers as a responsibility of cooperative work experience instructor/coordinators and a requirement of cooperative work experience programs;
Whereas, The significant rise in costs of textbooks is a barrier to college attendance, student access, and student success, and many colleges are interested in reducing the cost of textbooks to increase student access to necessary course materials;
Whereas, The Multiple Measures Assessment Project (MMAP) has developed course placement models using high school transcript data including highest course taken, course grades, and overall grade point average (GPA), and these models have been shown to be at least as effective at predicting student success as approved assessment tests;
Whereas, Assessment and placement of students is an academic and professional matter that is the purview of local academic senates based on the review and input of discipline faculty; and
Whereas, The Chancellor’s Office contracted with Career and Technology Education Management Application (CATEMA) to provide a state level purchase of their services for all California’s community colleges;
Whereas, CATEMA provides the means to track and document course, grade, and other student information for students exercising high school articulation, dual enrollment, and concurrent enrollment options; and
Amend resolved:
Resolved, That the Academic Senate for California Community Colleges adhere to its review the Bylaws and bring recommendations for update and revision to the body by the Spring 2015 Plenary.

Whereas, At an Academic Senate for California Community Colleges Executive Committee meeting on April 9, 2014, during a conversation about an agenda item, when an Executive Committee member referred to the Bylaws for guidance o fn a topic, the Executive Director replied that the Bylaws were written in the 1960s, and they do not indicate our practice and therefore do not need to be followed;

Whereas, There have been other instances of the Bylaws being superseded or attempts to supersede the Bylaws with other written ASCCC documents;

Whereas, The ASCCC Professional Development College’s focus is current proposed pilot program focuses on building community college leaders and that their experiences as community college faculty are unique and impact their leadership style and success;

Whereas, The Academic Senate for California Community Colleges’ proposed Professional Development College (PDC) is a project of the ASCCC for faculty at California community colleges;
Whereas, The draft of the recommendations presented at the April 9, 2014, ASCCC Executive Committee Meeting regarding the Professional Development College indicated that the oversight would be a “shared responsibility of the Executive Committee but should be specifically included in the formal assignment of at least one Executive Committee member;” and
Whereas, The primary basis for faculty hiring is subject matter expertise and meeting the minimum qualifications outlined in Title 5 and in Minimum Qualifications for Community College Faculty and Administrators;
Whereas, The California community college faculty minimum qualifications has no requirement for pedagogical knowledge or teacher preparations;
Whereas, Many colleges do not have a formal faculty professional development program tied to improvement of teaching and pedagogy; and
